HB3424: Heavy Equipment Dealer Statements Now Filed Quarterly
- Effective January 1, 2026, heavy equipment dealers will file quarterly inventory tax statements instead of monthly.
- This change only applies to heavy equipment dealers. All other dealers will continue filing monthly.
SIT
- Heavy equipment dealer statements must now be submitted quarterly.
- SIT will no longer assess penalties for missed monthly statements. It will only apply penalties for missed quarterly statements.
- All math, interest, and system logic referencing monthly frequency have been updated to support quarterly filing.
Dealer Portal
- Dealers will now submit quarterly statements through the portal.
- Penalties will no longer be applied for missed monthly statements—only for missed quarterly submissions.
- The statement submission screen will be updated to support quarterly filing.
Note: This change applies to 2026 and forward only.
- For 2025 and prior years, heavy equipment dealers must continue to submit and view statements monthly.

Heavy Equipment Annual Inventory Declaration
Due Date and Language Fix
- Effective with the 2026 reporting cycle, the following corrections have been made to align with HB3424.
Key Changes:
- Due Date Correction The original due date of March 20, 2026, has been corrected to April 20, 2026, as required by HB3424 for quarterly filings.
- Language Clarification The phrase "for the month" has been updated to "for the quarter" to reflect quarterly calculation of sales and tax due. These updates apply only to heavy equipment dealers beginning with the 2026 tax year.

Tax Office 4
- Users will now see a success pop up shows on the Account Search and Account list pages when adding a note to one or more accounts.

- Users may now reprint original receipts for all account transactions after an original receipt has already been printed. This allows users to easily reprint original receipts should a taxpayer require one.
- Note creation from a bulk action(lists) will now create notes on a 1-1 basis. Previously, when creating notes from a bulk action, notes would be created on a 1-X basis.
- Example: if a user creates a note for 3 accounts, TO4 would create 1 note that was attached to 3 separate accounts, this action will now create a note for each account in the list.
- Accounts in Litigation will now be badged accordingly: both at the Account Details level and at the Appraisals annual level.
- In the example screenshot below, users will now see "litigation" badges next to the year that the litigation is taking place, and, if the litigation is still active, this will appear at the account details level.
*Please note badging will look different, but similar in production

- Users can now print receipts by batch in the batch view. This functionality will print all receipts associated with a singular batch.

- When users were on the "Search Results" page and tried to make a payment without selecting an account; the system would throw an error and force the user to refresh. The "Make a Payment" button will no longer be usable until an account is selected.
- When users were applying filters in the History section of TO4, and clicking into a drop down, the system would expand the incorrect year. This has been fixed.
AD Import
- Fixed an issue in AD Import where mortgage and agent cross-references failed to generate during supplement loads. Supplements using the P&A module now correctly create XRefs for agents and mortgages.
- Fixed an issue where enabling UseEntityCodeAsTaxUnitCode incorrectly skipped pre-validation steps. The system now correctly validates tax units and fiduciary mappings during import
- Fixed issue with Fiduciary names not always populating correctly
Tax Office DB
- Statements now display ISONLY amounts - additional taxes not tied to a specific taxing entity - to ensure the Total Amount Due is accurate and complete. Refer to the example below for how ISONLY appears on your statement.

Compliance (SIT)
House Bill 3424 Update
:House Bill 3424 will go into effect on 1/1/2026. This legislation impacts Heavy Equipment Dealers, who will now be required to file their Annual Inventory Declaration quarterly instead of monthly.
Report Language Update
:The “Annual Inventory Declaration” report has been updated to reflect these changes. All references to “monthly” deadlines have been changed to “quarterly,” and a new quarterly deadline has been established.
Future Enhancements
:Additional changes related to HB3424—affecting language, penalty applications, and the SIT interface for Heavy Equipment Dealers—will be implemented in a future update before the end of the year.
TaxOffice4
- The Edit Fiduciary screen now displays both the current year’s accounts and the total accounts linked to a fiduciary.
- All users can now generate multi-receipts for batches.
- True Prodigy Clients can once again upload and scan documents into Tax Office 4. The Dynamsoft drive has been updated to version 19.0, and the SMI driver has also been updated accordingly. All True Prodigy users must update to version 19.0 to maintain compatibility.
- Current Statements generated in Tax Office 4 now include Homesite Value, as well as Non-Homesite Improvement and Non-Homesite Land.
AD Import
- Fixed a database bug that prevented Capitol Fiduciary Xrefs from being saved.
- Resolved an issue causing some address fields to be missing, specifically those related to Capitol Tapes
- Added a new True Automation configuration option to treat commas as line breaks in legal descriptions.
Mass Billing
- Fixed a bug that caused errors when running certified or supplemental billing.
- Addressed an issue with billing for properties with extremely high appraisal values.
SIT
- Fixed an issue where the SIT Dealer Portal displayed the requester’s information instead of the approver’s information.
Frozen State Reports
- Corrected the Levy Loss calculation in Column C of the totals section.
Tax Client
- Fixed an issue with the Dynamsoft license in Tax Client. Scanning functionality should now work as expected.
Tax Office 4: 2025.19.0
• Added Date fields to both add and edit notes on account and bulk.
• Filters section on payments is now defaulted to expand when pages load.

• Added in a clickable button that allows the Override function in payments to be populated. This allows the user to understand that it can be interacted with.

• Automatically select Standard/Schedule/Letter checkboxes when printing an installment agreement.
• Added a column for Legal Description and Acreage to search results for accounts.

• Added in the functionality of a new Home button, allowing users to navigate home without editing the URL.

• Improved the information in the pop-up for ceilings on the account details. Now you can see the start year instead of 9999.
• Added in a new line item for Court Costs/NSF fees at the payment view level for accounts.

• Replicated the Changelog where we update our release notes to the Tax Office Home Page, no longer requiring the user to access Tax Office 4 to view them.

• Addresses an issue where the ceiling badge on TO4's Account Detail screen was showing a $0 value for ceilings whose year was later than the current tax year (so, say, a 2025 ceiling value before finishing tax year rollover and moving the tax year on from 2024).
• Senate Bill 4 and Senate Bill 23, fixes logic around special legislative message generation to handle potential errors if exemption start dates for current year exemptions are listed earlier than the start of the year.
• Fixed an issue where the system would throw a '500' error when all print options were checked for installment agreement printing.
RefundTrac: 2025.19.0
• When an account has refunds pending, the calculated interest monthly. We have corrected it to calculate interest per day.

Mass Billing:
- Fixed a bug that was causing export files to truncate exemption lists; this was previously leaving off listed exemptions and will no longer do so.
- We have adjusted the settings for the export files in mass billing to better handle accounts with more exemptions. Previously it cut off exemption codes after 18 characters. Now it goes to 30 characters.
Tax Office 4:
- Fixed a bug that was causing owner names to not appear on the annual ceiling information in the Ceiling UI Modal.
TaxOffice 4 (2025.18.1): Compliance
SB 850 – Updates to Overpayments and Refunds
- Property owners no longer have to request a refund if it is an overpayment more than $20
- If a required refund is not paid within 60 days of the when the tax collector determines the refund is due (Approval Date), the taxing unit must pay 12% APR on the refund amount
- This will be effective on all refunds that arise on or after September 1, 2025
- The ability to set an approval date to calculate 12% APR has been added to TO4
- Do not use the refund feature in TO4 if you utilize RefundTrac

When the Approval Date is 60 days from the receipt date, the Interest rate of 12% APR will begin to accumulate

SB 4 and SB23 – Add special legislative message to 2025 tax bills
- A step has been added to the Tax Year Rollover process, in Phase 3, to generate the special legislative message covering SB4 and SB23 so that they appear on certified statements generated in Mass Billing
- SB4 / SJR2: Increases the school district homestead exemption under Section 11.13 from $100,000 to $140,000
- SB23 / SJR85: Increases the exemption for homeowners over 65 or with disabilities from $10,000 to $60,000
- Ceiling compression values have been updated

TaxOffice 4: Tax Year Rollover (TYR)
- The Tax Year Rollover Calculate Ceilings step has been modified to use new calculation routine
- The Tax Year Rollover page now displays eligible ceiling tax units
- Bug Fix: By default, new year levy is now prevented from being paid until rollover
- Bug Fix: An errant tool tip in TYR that mostly ISDs saw has been corrected. It no longer shows a warning for $0 excluded in 2025

TaxOffice 4: Features and Improvements
- Tax Office 4 – removal of the “welcome page”, now lands directly on the Accounts page when accessing TO4. This allows users to land directly on the Accounts page for a faster, more intuitive workflow.

Users can still give feedback via Canny or open a service ticket from any page within TO4

- Feature Parity: Tax Certificates in TO4 now reference the General File (GF) number

- Bug Fix: The Void button for Tax Certificates now disables after the first submission, preventing multiple requests and errors
TaxOffice 4: Appraisals
- Appraisals Section of TO4 has been updated with expanded functionality
- Filters: Added the ability to filter appraisals section
- Custom Filter: This allows users to filter by year and entity
- Total Tax Amount added below the filters box to showcase the Total Tax Amount in Appraisals
- Revamped the annual display and added in more snapshot information – including Acreage, AG Acreage, Total Value, Total Tax Rate, and Tax Amount


TaxOffice 4: Receivables
- Added an "Amount Due" filter in the Receivables section, allowing users to instantly filter the current receivable amount due
- Bug Fix: When adding a new exemption manually, the Applied Amount now saves when you tab out of the field

AD Import (2025.18.1)
- Fixed 'Agent not found' issue in Pritchard and Abbott module
The Tax Year Rollover process has been updated to allow Spindlemedia to optionally block off certain phases if there is still work to be completed. This is to ensure that steps cannot not start because they are still in an incomplete or outdated state.

TaxOffice 4 (2025.17.0): Compliance
Update: Refundtrac is compliant with SB 850, where no application is required for refunds exceeding $20.
- SB4 / SJR2: The school district homestead exemption under Section 11.13 has been increased from $100,000 to $140,000, assuming the bill will pass in November.
- SB23 / SJR85: The exemption for homeowners over 65 or with disabilities increases from $10,000 to $60,000, assuming the bill will pass in November.
- When taxpayers with ceiling amounts are transitioned to the 2025 tax year, the necessary adjustments will be applied to reflect the updated General Homestead and Over 65 exemption values.
TaxOffice 4: Reports
A new report is available that will break out uncollected revenue by M&O and I&S for school districts.

Resolved True Prodigy defect that was causing duplicate data in AD Import.

- SB1008 now prevents local governments (counties, cities, or public health districts) from imposing duplicate fees or permits on businesses
- Counties can now designate who the business renders their fees and permits to

SIT Dealer Portal
- The email of the Back Office user that approves a dealer addition will now be listed in the History Tab under that record instead of the dealer email.
Tax Office 4
- A row for Deferral Interest is now listed on the Payments page.
- When creating notes from a list, users can now delete individual notes. Previously notes created from a list were unable to be deleted individually.
Bank Rec
- When a new check number is saved, a new pop-up will confirm that the user will need to log out/log back in to SMIGL to refresh the tables in the SMIGL database.

AD Import
2025.16.1- When running a certified, supplement, TIF, or name and address data load in AD Import, the data folder has to be in a very specific format.
- If any files or folders are missing, AD Import now provides a detailed message about exactly what is missing while also providing a link to a support document that dives deeper into how the data folder and files look.

TAX OFFICE 4: Features and Improvements
- History - Improved performance by replacing image thumbnails with icons.

-----Tax Office 4 Bug Fixes-------
- Tax Certificates - After unpaying a tax certificate, you can now successfully void it, resolving a previous issue that blocked this process.
- Installment Agreements - Fixed an issue that was causing an error when creating installments.
-----Special Instructions Improvements and Bug Fixes ---------
- When adding special instructions to an account, if a user added multiple entries (5–6), the pop-up would start going off-screen, preventing the user from continuing to add instructions. This issue has been fixed, and the special instructions pop-up now behaves as expected.

- When deleting a special instruction from the Notes section of an account, it would not remove the badge from the Account Details Header, this is now fixed and upon deletion of a special instruction, it will also delete the associated badge on that account.
- When an account has Special Instructions, it previously displayed the OLDEST notes first on the payment screen, this has been fixed to now show the NEWEST notes first for easier reading and finding relevant notes.

- When adding special instructions to accounts from a list page, it previously did not allow Tax Office 4 to enable a badge on the account. This has been fixed, and accounts will be badged properly when special instructions are added to the list.
- The “Note Type” field dropdown should now correctly display when “Special Instructions” are added to an account.
AD Import: Improvements
- When loading a True Automation module – if using the wrong folder; OR, if files are missing/named correctly, the user will see a new dialog box error that points them to our knowledge base.

Receivables
– Users can now filter receivables based on custom criteria for specific years and/or tax Units* 
Payments
– When the 'Calculate Change' popup opens, the 'Amount Tendered' field will start blank. To enable this feature, please contact support through FreshService. Ask for the Receivables Amount Tendered blank pop-up field. 
Account Search
– For an exact account number search, use the @ symbol in front of the account number and the exact account match will return .

To assist with better logging and faster troubleshooting through the certificate process, Exception (Error) Context Messages were added to several modules in AD Import when an error occurs:
