Escrow Transfer — Year-End Processing
● Escrow Transfer rebuilt in Tax Office 4
◦ The year-end Escrow Transfer program — covering both regular and Mobile Home escrow — now runs natively from the Admin section of Tax Office 4.


● Escrow Transfer added to Tax Year Rollover (Step 3)
◦ Escrow Transfer is now available as a deep link within the Tax Year Rollover process, with the tax years pre-filled from the rollover context so it runs at the right point in your year-end sequence. Clicking on this link within the TYR process will take the user directly to Escrow Transfer in Tax Office 4.

Bug Fixes:
● Distribution P&I reports now correctly classify “313 Limitation” receivables as levy instead of penalty.
● Resolved an issue where the TIF Collections Aggregate report dropped additional payments made on the same account.
● Resolved an issue where the TIF Increment by Tax Unit report changed locked prior-year totals after a supplement load.

HCAD 2026 Exemption Codes
- Support for Harris County Appraisal District's updated 2026 exemption codes, keeping exemption processing aligned with the current certified roll. - Adds new 2026 real property exemption codes at import: JET (Jobs Energy Technology and Innovation Act), SSP (Surviving Spouse PACT Vet), SST (Surviving Spouse Transfer PACT Vet), alongside existing FIR (Fire Destroyed Homestead).
- Adds new 2026 personal property exemption codes: AFE (Animal Feed Held for Sale), JET, and MIN (Minimum Taxable Value 11.145).
HCAD 2026 File Format
- Import and export handling updated to match HCAD's 2026 file format changes for clean data exchange in the new tax year. - Percent Ownership now loads with 2 decimal places instead of being truncated to a whole number, so fractional ownership re-imports correctly and shows the precise percentage on the owner's report.
- Parses HCAD's new location fields for improved address specificity, per vendor’s specs.
- Handles the removal of oil/gas fields from personal property (relocated to real property) without tripping structural validation.
- Accommodates the 30-character reserve space in the owner's address file.
Truth-in-Taxation (TNT) - 2026 Forms
TNT 2026 Worksheet Forms
-Truth-in-Taxation worksheet forms updated to the 2026 versions for accurate rate calculations and reporting. - Updates all six tax-rate calculation worksheets to their 2026 Comptroller versions: 50-856, 50-858, 50-859, 50-860, and 50-884.
TNT 2026 Changed Notice Forms
- Changed notice forms updated to the 2026 versions to meet current Truth-in-Taxation notice requirements. - Updates 50-280 -the only existing notice with documented 2026 changes -to match the 2026 Comptroller version.
- Confirms that the remaining carried-over notices are identical to 2025: 50-786 and 50-777, 50-304, 50-757, and 50-212.

- AutoAgent Export - Tax unit codes now populate correctly on the AutoAgent export file.
- Receivables Calculation - Resolved a calculation error that could occur when computing multi-year receivable balances.
- Override Recipient - Fixed an issue where clicking the recipient row could unexpectedly reset already-entered recipient information.
- Review & Complete - Fixed an issue where clicking an account-number link during the wizard navigated away and lost entered data.

TaxOffice4 — Frozen State Reporting
● Frozen State Report (Form 50-897B) now available in TaxOffice v4.0
◦ Tax office staff can generate and export frozen homestead ceiling data directly from the application.
◦ All required parameters are now fully validated, including Appraisal District State ID, School District ID, County ID, and ISD Name.
◦ Report output is Comptroller-ready — it exports a CSV formatted to match Form 50-897B specifications for direct submission.
Bug Fixes
● Payment Importer: GroupPay and Lockbox batches now appear correctly in Batch Manager.
◦ Previously, batches created by GroupPay or Lockbox files were invisible in Batch Manager, so staff could not work with or close them. Batches are now tagged correctly when created and appear as expected.
● Account Details: Ctrl+P now prints the full statement, not just the summary section.
● Multi-Year Recalculation: refunds no longer include unchecked years, keeping batches in balance.
◦ When unchecking years to exclude from a refund, their amounts were still added to the batch total, so the header and line items did not match, and the batch could not be balanced or closed. Only checked years are now counted in the batch total.
● Installment Agreements: a 12-month agreement now generates all 12 payments.
◦ A payment-sizing calculation error caused the balance to reach zero one month early, generating only 11 payment rows and affecting printed coupon books and agreement documents. Payment sizing is corrected so all 12 rows are generated.
Taxpayer Portal
● Past Due indicator is now suppressed during the grace-period window.
◦ The portal previously showed a red “Account is past due” warning during the grace period before any penalty is assessed, causing taxpayer confusion and unnecessary calls to county offices. Display logic now aligns with how penalties are calculated, so the warning appears only after the grace period expires.

● Year-to-Date Detail Report — Show Only True Differences
- The YTD Detail Report now surfaces only real differences between report runs, eliminating the noise that previously made reconciliation difficult.
● Quarter Pay / Half Pay / Disaster Pay Summary — Line-Item Subtotals
- Payment plan summaries now include subtotals for each set of line items, making review and reconciliation faster.

Calculations & Performance
● Penalty & Interest Balance — Faster Calculation
- A performance improvement to how account balances are calculated. Customers will see noticeably faster load times on accounts with extensive penalty and interest history as the flag is enabled.
Correspondence
● Print Correspondence — Date-Scoped PDF
- Users can now generate a PDF of correspondence directly from the Correspondence tab, scoped to a chosen date range.

Batch Management
● Batch Manager — Dual-Lookup Ownership (Entra ID + TaxUsername)
- Batches can now be resolved by either Entra ID or TaxUsername, supporting the transition to Entra-based authentication without breaking existing workflows.
● Batch Manager — Normalized Username Display
- All username displays in Batch Manager have been standardized to the TaxUsername format for consistency.

◦ The date field previously labeled "33.07 Date" has been renamed to "Attorney Notice Date" throughout TO4 for clearer language and alignment with internal terminology.

● Delete Correspondence on Account
◦ Users can now delete correspondence records directly from an account, giving staff greater control over account history and document cleanup.


● 33.07 Bulk Action – Exclusion Rules for Ineligible Receivables
◦ The 33.07 Bulk Action tool now automatically excludes ineligible receivables, reducing manual cleanup and improving processing accuracy.
● Receivables Summary Sort – Disaster Pay Grouping
◦ Receivables in the Summary view now group and sort correctly when Disaster Pay is applied, ensuring balances tie out cleanly.

● Remitter Refresh on Receivables Screen

Frozen State Report Enhancements Form 50-253, Revision 9-24/36
• Correct Total Homestead Count (Line 1): Columns A and B now report independent homestead counts, as required by the 9-24/36 revision.
• Exclude Zero/Negative Levy Loss Accounts: Accounts where both Levy Loss and Levy Loss Pre-SB2 are zero or negative are now excluded from the report entirely.
• Zero Out Negative Levy Loss Columns: Where only one levy loss column is negative, that column and all corresponding downstream fields are zeroed out at the account level. Tax Rate is unaffected.
• Zero Floor for Value Lost Pre-SB2: Negative values in this column are now floored at zero at the account level before aggregation, per Comptroller guidance.
• Zero Floor for Value Lost Minus Local Deductions: Negative values in these columns are now floored at zero at the account level before aggregation. These columns can independently go negative when local deductions exceed value loss, regardless of levy loss.
• New Pre-SB2 Columns Added to Detail and Summary Tabs: Three new columns -Capped Homestead Value Pre-SB2, Local Deductions Pre-SB2, and Value Lost Pre-SB2 Minus Local Deductions -have been added to the Detail tab. The Summary tab has been updated so that Pre-SB2 summary values are independently aggregated from these new columns.

- Field is optional and limited to 10 alphanumeric characters
- Ensures compliance with strict phone number validation while preserving extension data

Quarter Pay / Half Pay Badging Color Update
- Badging colors for Quarter Pay and Half Pay indicators have been standardized across the platform.
- Updated at both the Account Detail and Receivables levels
- Default color now displays as green for improved consistency and clarity
