Tax Cert Payment Screen: Prevent Accidental Void Clicks (Reposition Button or Add Confirmation Prompt)

Move the Void button on the Tax Certificate payment screen, as it has been clicked in error when clerks were trying to view the certificate. Alternatively, add a warning pop-up requiring the clerk to confirm they intend to void the certificate before it processes. Requested by Spring ISD
